Burnley Borough Council is proposing to introduce Dog Control Orders which will replace existing controls that

 are contained in local park byelaws, and in the Dogs (Fouling of Land) Act. The consultation will run throughout July 2010.

nw Localism and Big Society: Open for all?

The Coalition Government have announced that their ‘ambition is localism’ and it is expected that the Localism Bill will become law by

November 2011. This means that there will be a ‘radical shift of

 power from Westminster to local people’.

This is a ‘Big Society’ in which the Government ‘trust people to take

control of the decisions that affect them by devolving power

closer to neighbourhoods, increasing citizen participation,

promoting community ownership, lifting inspection burdens on

 councils and removing regional government’.

The main benefits of the Bill that are highlighted by the

Government will include:

  • Empowering local people.
  • Freeing local government from central and regional control.
  • Giving local communities a real share in local growth.
  • A more efficient and more local planning system.

There is potential that this agenda could disproportionately

affect BME communities and the BME Third Sector and so One

North West wants to collect responses to this agenda from across the region to be able to influence the Coalition's programme and its local

 implementation.

Compact Voice responds to consultation for refreshed Compact

Compact Voice has collected responses from a wide variety of organisations and groups within the English Voluntary and Community Sector, to the draft

"refresh" Compact document, and collated these into a short response document which is now available.

 

Responses from the Sector to the consultation included 79 from a range of small and large organisations, and a further 3 from interested individuals,

 representing a diversity of interest areas. Compact Voice has collated these responses, and determined some of the key themes and requirements to emerge

 from them, all of which will be taken into account in the completion of the final Compact document to be launched on 16 December 2009.
