Burnley Action Partnership and BCN
Burnley’s LSP (Local Strategic Partnership known as BAP or Burnley Action Partnership) is made up of people from local business, key public sector agencies such as Burnley Borough Council, the police and Lancashire County Council and BCN for the community, voluntary & faith sector.
Every year BCN develop its own DELIVERY PLAN
It is known as Burnley Action Partnership (BAP). The opportunity now exists for strong Voluntary, Community & Faith sector representation on BAP and for them to influence decisions and take action to improve their neighbourhoods. BAP has published a “Community Plan” to help and improve Burnley. This offers the overall strategy to improve Burnley.
At Burnley Community Network, we work closely with the BAP. The work of the Partnership is integral to what we do and what we are.
Here we provide some background information to what BAP is , who is involved and how you can learn more about Terminology role in developing a Better Burnley.
The BCN and BAP Protocol 2006 has been agreed upon.
BAP has 52 members from the Public, Private and Voluntary, Community & Faith sectors. BCN is the representative of the third sector on BAP. So if VCF organisations want to be part of the full BAP Assembly and or engage in the BAP Thematic groups they must be registered to BCN.
BAP’s main responsibility is to set the strategic framework for Burnley within which the partnership organisations work to address the priorities that have been agreed for the Borough as a whole.
The partnership works to ensure that all the member organisations work together in order to make the most of each others expertise and resources. BAP operates to try to ensure that all the projects and initiatives that are in progress or being developed for the area also contribute to achieving the agreed priorities and are co-ordinated and supported.
In summary the partnership exists to:-
Develop a strategic vision for Burnley
"Burnley's Employment Strategy"
This strategy covers "Preparing People for work" , "Engaging Employers" and "Linking into Key Infrastructures"
Develop and oversee the implementation of plans to achieve that vision

- : Lobby for Burnley - together the partners in BAP can speak with a louder voice to lobby and speak up for Burnley
Work together - adding value - the effect of partner organisations working together will be to add value to the activities they undertake together, achieving better results than if they had operated on their own
Approve funding - increasingly central government monies and other funding made available to local areas requires LSPs to be responsible for approving how the funding is allocated.
