BURNLEY COMMUNITY NETWORK REPRESENTATION ON

BAP THEMATIC GROUPS

To ensure equal opportunities amongst third sector organisations, it has been agreed upon with our partners agencies (public and otherwise) that offer to seat on their organisation or task groups will be channel through BCN.

The Chair of Burnley Action Partnership for the remaining year mandate (2010-2011) is: Cllr Charlie Briggs

BCN has representatives in all BAP Thematic Groups and has appointed a dedicated Partnership Officer to support/mentor our representatives

2nd Vice Chair on the Burnley LSP (BAP) representing Burnley Community Sector as the representative organisation of the third sector is Mr Peter Kenyon -

Review (March 2011)

Rob Dobson (BAP Manager) attended the BCN Management Committee on the 15th March 2011

and explained the context of the review mainly driven in part by the recent funding cuts imposed

to the Council

 

 Summary of the suggested changes to the structure and fonctionnement of BAP:

  • The BAP Constitution has been maintained and changes have been made to take into account the views of BCN BAP New Constitution 3d_download
  • BAP Assembly is replaced by two annual events: to be known as Burnley Question Time (June 2011) and
  • the Burnley Conference (end of November)

    1 seat for BCN Chair. Champions of Thematic group also to attend which currently gives another seat to BCN in the person of Mr Terry Hephrun (Stronger Communities Champion) and also

    Gordon Howley from the Children’s Trust albeit representing the Short Stay Schools.

     

    The Executive also agreed to allocate a supplementary seat to BCN

    Resume of BCN seats on the BAP Executive:

    2 seats by right (1 being automatically allocated to the Chair of BCN and 1 for the BCN Vice Chair on BCN on BAP) + 1 seat due the Stronger Community Champion belonging to the BCN third structure.

    (*) the seat of Mr G. Howley is not a BCN seat by right but indirectly benefits the Network through his private and professional involvement with BCN

    Economy Group (Vision Board) - BCN Representatives

    Initially advised that there were 2 seats made available to BCN on the Economy Group of the Vision Board for whic formal process was to be formalised following election of their Chair- There has been a reverse of thinking from Burnley Local Authority know of the opinion that the Vision Board is not a full pledge element of the LSP but a Reference group strictly encompassing the public and private sector.

    While BCN Management Committee 2009 had already accepted nomination of Ann Marie Wrigley & Peter Kenyon to represent BCN for those seats, BCN is now in discussion with the Council to discuss a local VCF Economic strategy .
