Voluntary sector asked for their ideas on how to do more for less
Responses period began 29 July 2010 and runs until 20th August 10
Minister for the Cabinet Office, Francis Maude, and Minister for Civil Society, Nick Hurd, have today written an open letter to the
voluntary, community and social enterprise sectors asking them to contribute their ideas to help reduce the deficit. They are
being asked to share ideas about how they can help reduce the deficit directly with the Office for Civil Society.
Tackling the deficit and restoring confidence in the economy is a high priority. Significant savings have been made across all
areas of Government, but the deficit reduction plan is not just about cuts. It is also about finding better ways of doing things.
Voluntary, community and social enterprise organisations are today being asked to share their innovative ideas of how things
can be done more efficiently. Those in the sector have a wealth of experience from delivering services on the frontline, often in
the most disadvantaged areas, and can see what is working well and what can be improved.
Ideas and examples from the sector can be posted on the Cabinet Office website or e-mailed directly to
sectorchallenge@cabinet-office.x.gsi.gov.uk.

"If councils want to increase council tax further, they will have to prove the case to the electorate. Let the people decide."
The public will be given the power to veto excessive council tax rises Local Government Secretary Eric Pickles announced today.
The new Government has already committed to help councils to freeze council tax. In parallel, steps are now being taken to help
prevent bills skyrocketing down the line by giving local people the final say in a vote on excessive increases. This will replace top-
down council tax capping by Whitehall, which gave no choice to local residents.
The Secretary of State is determined to reverse the presumption that Whitehall knows best by making local councils directly

Support For Grassroots Sports Projects
The Wells Sports Foundation, a unique sporting charity created and funded by Barrie Wells, is offering grants of between
£500 and £2,000 to sports clubs to support sustainable grassroots projects. Funding is available
for clubs that need equipment that is specially focused on increasing participation: CRBs for volunteers; coaching quali
fications; refereeing/umpiring courses.
To be eligible to apply for funding projects must support the development of grassroots sport for young people between
the ages of 5 and 18; clubs must have achieved Clubmark status, have at least one partnership agreement with a local
state school, have raise at least 50% of the required funds for the overall project, and total project costs must not
exceed £5,000.The deadline for applications is the 10th of every month.

BBC Children in Need's grants programme is open to organisations working with disadvantaged children and young
people who are 18 years old and under. Your
organisation and project must be based in the UK and you need to be a registered charity or other not-for-profit

sought from artists, photographers, digital artists and designer/makers based in the North West with a particular focus on: digital art, graffiti art,
practices using recycled materials, work around the built environment, large scale wall based work, sculpture, public realm and temporary exhibitions.

 The first day at school
I know, we bearily entered August, but already shoe shops are buzzing with little feet trying on their new “clogs” and already
offers of school uniforms welcome visitors in our local supermarket for that very important day... 1st day at school!!!
The first day at school can be tough for both children and parents, but with a little preparation it'll be easier for both of you to
cope.
It helps if your child has the practical skills schools expect before they start. “He or she should know how to sit still, wait and
listen,” says parenting expert and mother of three Dr Pat Spungin. “This can be especially hard for little boys who are very
physical.
“They have to be toilet trained and know how to undress and dress themself for PE. So ask yourself whether your child is ready
to do those things. If not, it’s a good idea to teach them those skills.
“They will probably be quite nervous about starting. But you can’t always tell who will settle and who won’t. A sociable child won’t
necessarily fit into school straight away.
“The idea of ’big school' can be very appealing for children but it can also be quite frightening. It's useful to let your child know
what’s coming by reading them books about starting school and talking to them about it. That will reduce their anxiety.”

Whatever your child’s reaction to school, remember that the teachers will have seen it all before. Schools are familiar with
children who are worried in their first few weeks.
“They usually have a system to help children adjust," says Dr Spungin. "Some schools have a ‘buddy’ system where children are paired with those already established at the school. Or some children might attend for half a day.”
Find out what system your school uses, then you can help prepare your child by letting them know what to expect. Some schools also have open days where children can meet the teacher and see their classroom before they start. This helps them get used to their
new environment.
The first weeks School isn’t easy for everyone. During the first few weeks of school it’s essential to keep communicating with
your child and take care to notice signs that things aren't going well.
“It’s not uncommon for a child in their second week not to want to go to school. They'll say, ‘I’ve been to school now and I
don’t need to go back’,” says Dr Spungin. “The excitement of the first week has worn off but they still feel nervous.”
Dr Spungin says you can watch your child's behaviour as well as listen to what they say. “Look at your child’s behaviour in the
morning when you get ready for school. Are they bright and lively, or dawdling? How do they react when you ask them how their
day was?"
Keep your questions simple. “It's difficult for a five-year-old to answer a question about whether they're happy at school. You'll
get more information if you ask specific questions such as who did you play with? Who did you eat lunch with? Are there any
naughty boys or girls in your class? Your child might not even know what the word ‘bully’ means."
Talk to teacher
Make the teacher the first person you contact if you think something is wrong. “Start by passing on what your child said,” says
Dr Spungin. “For example, point out that your child started off by really enjoying school but is now nervous and has told you
that somebody kicked him. Or mention that your child says he doesn’t have any friends. The teacher will know whether that’s
the case or not.”
It can be hard to cope when you see your child lining up in the playground for the first time. This is normal, says Dr Spungin.
“It’s your child’s first real step to independence. It’ll be a world that they know and you don’t. When your child settles down and
enjoys school it’s a tribute to how well you have raised him or her, so try to look at it positively.”

summer. As a result of this, furniture ranging from chairs, filing cabinets, desks, cupboards, small electric equipment and lots of odds,
will be made available to the good of the community. An open day for community groups throughout Burnley, Padiham and Hapton to come along has been arranged:

Items will be sold to groups (payment by cashor cheques - payable to Hameldon Community College)
People will be able to take items they have paid for on the day, if they soo wish. Otherwise all items must be picked up on

Every big sporting event relies on an army of volunteers to make them happen, and the London 2012 Olympic and
Paralympic
Games is no exception. But its not just at the Olympic venues where you can help out.
Heart of the action :Up to 70,000 volunteers from across the UK will be needed to help out at both the Olympic and
Paralympic
Games in the summer of 2012. From specialist to general volunteers, there's a huge range of tasks you could be doing,
such as
helping with stewarding, supporting contestants, driving VIPs around, or assisting in the media centre. It's a great
opportunity to
gain experience and learn new skills at a once-in-a-lifetime event.
Already 280,000 people have registered their interest to volunteer, but that doesn't mean you're too late. The application
process
will begin in July 2010 and remain open until all vacancies have been filled. You can register your interest by signing up
on the
official London 2012 Olympic and Paralympic Games website.

Big Society, Localism and the BME Third Sector
The Coalition Government have announced that their ‘ambition is localism’ and it is
expected that the Localism Bill will become law by November 2011. This means that there will be a ‘radical
shift of power from Westminster to local people’. There is potential that this agenda could disproportionately affect BME communities and the BME Third
Sector and so One North West wants to collect responses to this agenda from across the region to be able
to influence the Coalition's programme and its local implementation. You do not have to answer every question and the survey should not take too long. Your
thoughts will be invaluable for us to lobby for greater race equality in the North West. Please view the briefing

Padiham Triathlon Sunday 1st Aug 2010
If you haven't seen it already please see the link for info on the upcoming triathlon to be held in Padiham on
Sunday 1st August. The event
forms part of Padiham Sports Week and you will also get chance to experience cycling the new Green way.
Its for all people of any age and there is also a team event challengeyou can enter.
All parts of the event will take place away from Public Roads and theswimming will be in the pool!
Its not the Olympics but if you want an achievement of completing aTriathlon (at your own pace!) whilst
raising money for Pendleside Hospice now is your chance!
The Junior Event (14 & Under) is a simplified version and a great introductory to the sport.

‘Postcards from the Park’ 2010, This summer sees the launch of ‘Postcards from the Park’ 2010, a national
photography competition organised by the Heritage Lottery Fund (HLF), the Big Lottery Fund (BIG) and parks
charity GreenSpace.
Now in its fourth year, this competition continues to grow with thousands of entries received each year. It
encourages everyone to get out and about in their local public park and photograph what they love most
about it. Categories include wildlife, heritage and people at play.
The overall winner will receive £1,000 of Jessops vouchers and finalists will be in with a chance of winning an
overnight stay in London and seeing their photo exhibited at a London Gallery.

: Burnley Community Network Showcase preparation....
Over the past years BCN has offered platforms information to all Voluntary, Community & Faith groups and partners agencies
alike, to promote and facilitate network activities impacting on the Borough. This year is no exeption, and we are now taking up
registration of members (and non members) wishing to showcase their group and/or activities to the wider community
completely free of charge.
Last week we announced that this autumn programme will include a presentation from Edward lee, an experience journalist, who
recently joined the CVS’s team to lead on this Heritage Lottery funded project. BPRCVS will mark its 75th anniversary celebra-
-tions twith the publication of a book and calendar along with a touring road show and permanent exhibition.
Also with us on the day, we will have an Beaumont NW Planning Aid Manager who will introduce a special Burnley Planning
session due to take place beginning of October, the 4th to be precise.; we will also be joined by Faruk Desai Chief Executive
Preston & W. Lancashire REC to cover Human Rights - Awareness raising topic and finally, we are pleased to welcome Richard
Doyles who on behalf of the Burnley and Pendle Faith Centre will brief the audience on the Burnley and Pendle Interfaith week
(week beginning November 22nd) in line with the same National initiative.
BCN showcase, September 17th (details on www.burnleycommunity.net) and
will be inviting members of the public, and readers, to join this initiative by telling him stories about the Burnley, Pendle and
Rossendale Council for Voluntary Service.
He wants to hear from people who have been involved as volunteers and from those who have been helped by the CVS and its
